GOP resists new attempt to shutter Guantanamo

Congress sent strong signals this week that President Obama?s 5-year-old vow to close Guantanamo Bay prison is far from coming to fruition, as partisan camps drew battle lines over whether the facility in Cuba bottles up terrorists or simply breeds more abroad.

Senate Democrats held a hearing on closing the detention center this week, but it was their first since 2009 and revealed little agreement between Mr. Obama?s party and conservatives. In the House, lawmakers shot down a measure that would clear the way for transferring prisoners off the island.

Almost a dozen years after the Bush administration set up the detention center on the U.S. naval base in the wake of the terrorist attacks on Sept. 11, 2001, Mr. Obama redoubled his efforts this spring to close the facility as many of its 166 detainees refused food for weeks, protesting conditions there and their prolonged detention.

But Republicans say the Obama administration is ignoring the realities of the war on terrorism and have put the brakes on plans to provide for the release or transfer of detainees to maximum-security prisons in the U.S.

Sen. James M. Inhofe, Oklahoma Republican, said Guantanamo is ?one of the few good deals that we have in government.?

?I think we pay $4,000 a year, and [Cuba?s communist government] doesn?t collect about half the time,? he said Thursday at a Senate Armed Services Committee hearing.

But Democrats contend the U.S. is losing hundreds of millions of dollars in operation costs ? roughly $2.7 million per detainee each year in Cuba compared to $78,000 at a high-security facility in the United States ? and ceding its moral high ground, as terrorism suspects are detained without charges or trial.

Their detention, coupled with the practice of force-feeding those on hunger strike, is fostering ill-will abroad and serves as a recruitment tool for terrorists, they said.

To some lawmakers, the debate is over the nuts and bolts of how to close the base.

?We still don?t have a coherent plan from the administration,? Sen. John McCain, Arizona Republican, said Thursday. ?What about those who we can?t bring to trial or can?t release? Where will they go back to if they?re released? All of these are questions that need to be answered.?

A legislative aide said one of the first meetings that Mr. McCain and Sen. Lindsey Graham, South Carolina Republican, had with president-elect Obama in 2008 was about Guantanamo. But, Mr. McCain said, ?they were pushed by the left so far that they really couldn?t ever come up with a coherent plan.?

The American Civil Liberties Union said the administration can back up its rhetoric by immediately transferring 86 prisoners who have been cleared to be repatriated to a foreign nation.

Christopher Anders, the ACLU?s senior legislative counsel, said the Obama administration has a good track record of making sure these detainees are imprisoned, monitored or rehabilitated in their new countries.

?No one?s going to be dropped off at the airport with $20 in their pockets,? he said.

Senate Armed Services Chairman Carl Levin, Michigan Democrat, noted Thursday his committee inserted a series of Guantanamo reforms into a defense-spending bill that will come to the Senate floor.

Mercedes Vision Golf Cart concept could shuttle you around the course in comfort

Mercedes-Benz Vision Golf Cart: Mercedes-Benz designs visionary golf cart

During this year's Open Championship, Mercedes-Benz presented the "Mercedes-Benz Vision Golf Cart". Hundreds of golf as well as automobile fans took part in an international competition by submitting their ideas for a golf cart of the future. This invaluable input provided the basis for a visionary golf cart design study created by the Mercedes-Benz design department. As well as reflecting the innovative and forward-thinking ideas and wishes of golf players, the study includes the characteristics and technologies of a Mercedes-Benz.

"The Mercedes-Benz Vision Golf Cart has a refined, simplified yet functional shape that fits well into our 'Sensual-Purity' design philosophy. The flow shapes create a 'sculpture on wheels' impression", says Gorden Wagener, Vice President Design Daimler AG. "I was very inspired by the idea of designing a golf cart, giving it a new shape and new sorts of meaning. Why not treating a golf cart like a car, and making it a 'Golf Car'".

Earlier this year, Mercedes-Benz called upon golf and automobile fans from around the world to submit their ideas for a Mercedes-Benz golf cart of the future. So began the search to find the best, most unusual, most innovative and most promising concepts. A jury chaired by Gorden Wagener then selected the best entries from among all the submissions. The winners received an exclusive invitation as VIP guests to the Open Championship.

Building on the basis provided by these ideas and concepts, and due consideration to the Mercedes-Benz design strategy, the Mercedes-Benz Advanced Design Center in Carlsbad, California, developed the Mercedes-Benz Vision Golf Cart. The cart combines the aspects of Mercedes-Benz vehicles with the functionality of a golf cart. The diamond grille, for instance, was incorporated to give the cart a modern face that is unmistakably a Mercedes-Benz.

The idea of the competition was enthusiastically taken up by golfers from all over the world like Japan, South Africa and Germany, as well as North- and South America. The most frequently mentioned ideas and requirements were then incorporated into the design study that has now been presented.

The Mercedes-Benz Vision Golf Cart and its innovative features

The Mercedes-Benz Vision Golf Cart is electric driven, powered by a battery that is kept continuously charged by a solar module integrated into the roof. Manual charging, as for a conventional golf cart, is also possible. The vehicle is controlled in innovative and intuitive fashion via a joystick mounted on the centre console, so making it possible for either passenger to drive the golf cart.

?It has the latest in modern technology. Using touch screen monitors, virtually all aspects of the cart can be controlled without extra buttons. Simplicity is the key. Intuition and pure form can maybe best describe the cart", says Margarete Wies, Head of the Mercedes-Benz Advanced Design Center in Carlsbad, California.

The centre console also incorporates a multimedia panel that includes a rotatable docking station for an iPad or iPhone and a USB interface. Various functions that are available in the golf cart can be controlled from here, for example vehicle functions such as loudspeakers or the air-conditioning system, the head-up display, the music system or communication with the clubhouse and other golf carts.

If so required the head-up display integrated into the windscreen can also be used, when the golf cart is stationary, to show the course layout, the current status of the game or weather information. The digital speedometer is placed beneath the windscreen. One wish that came up time and time again, irrespective of country or language, was the possibility of being able to use a telephone. The cart thus also features Bluetooth, so allowing telephone calls to be made via the loudspeaker system while on the move.

An important issue is connectivity. Due to the iPad/iPhone connection to the cart it is possible to communicate directly with the golf club, for example to order drinks or food for the halfway catering. Current weather data and rain radars are available at any time. Working people have the possibility to write e-mails. In addition, users can share the digital score card or even photos from the golf game directly on social media channels.

The so-called "fore button" can be used to quickly warn other players of a misplaced shot. Pressing this button sends a warning to all other golf carts within the danger zone so that they, too, can issue a warning signal.

The interior takes its cues from the design of a Mercedes-Benz car. The elegant and ergonomically shaped seats, for example, are heated as well as ventilated and can be adjusted electronically using the Mercedes-typical controls on the side of the seat. The AIRSCARF neck-level heating system, first introduced in 2011 in the new SLK Roadster, is also envisaged as a feature of the Mercedes-Benz Vision Golf Cart. AIRSCARF, as its name suggests, wraps the neck and shoulder area in warm air, so making it possible to drive the vehicle open, even in cooler weather. There is also an integrated air-conditioning system, so ensuring a pleasant ambience even on a very hot or cold day.

The optional lightweight doors are another special feature. A click-in function allows these to be very simply fitted if the weather is not so good, so providing protection against wind and rain. A retractable lightning rod is included for added safety in case storm clouds start to gather. In bright conditions the windscreen can be darkened at the touch of a button, while it also features windscreen wipers with rain sensors, thus ensuring that they activate as soon as it starts to rain. In addition, the space behind the seats is ideal for stowing umbrellas.

One very commonly expressed request from the international entrants to the competition was, quite simply, to have plenty of stowage space. The Mercedes-Benz Vision Golf Cart therefore includes a whole range of stowage facilities. As well as the trunk compartment underneath the stowage area for the two golf bags, there are two dashboard compartments. The centre console is also specially designed to accommodate golf balls and scorecards and have a sun glasses storage. There is a small fridge fitted beneath the centre console, while cup holders between the seats will keep drinks hot or cold. An illuminated vanity mirror was another request, from female participants in particular, and is located at eye-height for the drivers.

In addition to its use on the golf course, the golf cart is also able to run on normal roads. The designers have, for example, also included all the vital features such as indicators, headlamps and tail lights. Thanks to the LED headlamps, play can also continue when the light starts to fail, as they include a floodlight function.

Although the Mercedes-Benz Vision Golf Cart is only a design study so far, there are no doubt many players who would like to see the cart become reality, bringing its fresh ideas and thus more fun, more innovation and more comfort to moving around on the golf course.

When Google launched the original Nexus 7 in mid 2012, it threw down the gauntlet to its rivals by providing a high-performance yet affordable compact tablet. The Amazon Kindle Fire HD 7-inch and the Apple iPad mini soon followed with their own unique features, but now Google has rung the bell for the start of the second round.

The second generation Google Nexus 7 has been revealed, and it's a formidable package indeed. In fact, on paper it would appear to leave both of the aforementioned rival devices in the dust. Here's how.

Of course, the new Google Nexus 7 won't be available until July 30 in the U.S. and at an unspecified time over the coming weeks in other key territories - including the U.K. Meanwhile, you can pick up an iPad mini or an Amazon Kindle Fire HD 7-inch in shops or online right now.

Google has bumped up the price a little for its new Nexus 7, with the entry-level 16GB model set to cost $229 and the 32GB Wi-Fi model $269. The top of the range 4G model will set U.S. customers back $349.

Still, it remains significantly cheaper than the iPad mini, which starts at $329 (?269 here in the UK) for the 16GB Wi-Fi model. That's $100 more expensive than the equivalent Nexus 7 model.

Amazon's Kindle Fire HD 7-inch undercuts them both, with the entry-level 16GB Wi-Fi model costing just $199 (?159) and the 32GB costing $249 (?179).

The new Nexus 7 comes with a meaty 1.5GHz quad-core Snapdragon S4 CPU, which compares favorably to the iPad mini's dual-core Apple A5 processor running at an estimated 1GHz. The Kindle Fire HD 7-inch brings up the processor performance rear with a dual-core TI OMAP4 4460 clocked at 1.2GHz.

All three tablets utilize very different RAM setups. The new Nexus 7 leads the way with 2GB of RAM, while the Kindle Fire HD 7-inch has half that at 1GB. Bringing up the rear by some way is the iPad mini with 512MB of RAM, though it's worth mentioning that the Android OS running on the other two tablets is far more of a memory hog than iOS.

All three tablets boast similar levels of stamina. Google claims the new Nexus 7 can withstand nine hours of continuous usage, while Apple pins the iPad mini at 10 hours. The Amazon Kindle Fire HD 7-inch would appear to win this round at 11 hours, but in truth all three last more than long enough in between charges.

The new Google Nexus 7 will ship with Android 4.3: Jelly Bean, the very latest version of the Android OS. It's pretty much the same as Android 4.2: Jelly Bean, but with a couple of extra tweaks like restricted profile options and OpenGL ES 3.0 advanced graphics support. Apple's iPad mini runs on the latest version of iOS, which at the time of writing is iOS 6. Expect iOS 7 to be a real game changer.

Finally, the Amazon Kindle Fire HD 7-inch runs on a heavily modified version of Android: 4.0 Ice Cream Sandwich - so heavily, in fact, that you wouldn't recognize it simply by looking at it. Amazon's own Silk UI has been layered on top, which simplifies navigation, pushes media content to the fore, and utilizes Amazon's vast server network to boost certain tasks through the cloud. Suffice to say, it's the worst OS experience of the three as result of such tinkering.

Google's new Nexus 7 would appear to win this round hands down. Its display is massively sharper than the other two, with a 1920 x 1200 resolution resulting in a staggering 323 pixels per inch (ppi). It's by far the sharpest 7-inch tablet yet.

While the Amazon Kindle Fire HD 7-inch contains an identically sized 7-inch display, it can only produce a 1280 x 800 resolution and a pixel density of 216 ppi.

It might surprise you to learn that the iPad mini's display is even less sharp. A combination of it being bigger (7.9-inches) and lower res (1024 x 768) results in a pixel density of just 163 ppi - roughly half that of the new Nexus 7. Still, it remains a clear, crisp and responsive display in its own right.

As we've already mentioned in the pricing category, all three tablets come in 16GB and 32GB models. Only the iPad mini differs by also offering a 64GB version - at quite a premium, it has to be said.

This is especially important as none of these devices comes with a microSD slot, so you can't expand the default storage amounts post-purchase.

All three manufacturers have attempted to mitigate the issue of storage through their own cloud storage initiatives. Google's is arguably the most fully formed and tightly integrated, with services such as Google Drive, Google+ and its extensive online media library all reducing the need to store quite so much data locally.

Amazon's cloud offering is also quite robust, and as mentioned its Silk UI is built around the cloud-based Amazon media ecosystem. Apple's iCloud arguable brings up the rear, although it stores your photos and documents reasonably efficiently.

Both the new Google Nexus 7 and the Apple iPad mini contain 5-megapixel rear cameras for taking pictures and 1080p video, while the Amazon Kindle Fire HD has none.

It also loses out when it comes to its front-facing camera, which is merely listed as "HD." The Nexus 7 and the iPad mini equivalents are both 1.2-megapixel units, which will result in sharper video calls.

The new Nexus 7 supports dual-band Wi-Fi 802.11 a/b/g/n, as well as Bluetooth 4.0, HDMI out (via an adaptor) and NFC. There's also an LTE model that will enable you to use 4G networks if available in your country.

For its part, the iPad mini also supports dual-band Wi-Fi 802.11a/b/g/n, Bluetooth 4.0 and HDMI out (again, via an adapter). Apple has yet to jump aboard the NFC bandwagon just yet, though. It too supports 4G networks, including the U.K.'s first next-gen network on EE.

The Kindle Fire HD is Wi-Fi only, but again it supports 802.11a/b/g/n standards. Its dual MIMO Wi-Fi antennae (which the iPad Mini also has) ensures speedy and stable wireless download performance. Bluetooth 3.0 is featured, which is a lesser standard than on the other two devices.

Google claims that the new Nexus 7 will be a whopping 50 grams lighter than the previous model, which by our calculations will make it weigh just 290 grams. That compares favorably to the 395 gram Kindle Fire HD and even the 312 gram iPad mini.

The Nexus 7 isn't as skinny as Apple's super-svelte tablet, though. While the new iteration is said to be almost 2mm thinner than the first Nexus 7 - so around 10.4mm - it's still some way fatter than the 7.2mm iPad mini.

Meanwhile, the Kindle Fire HD also appears to be marginally slimmer than the new Nexus 7 at 10.3mm.

However, where the new Nexus 7 really stands apart is in its narrowness. With 6mm shaved off of the original's side bezels it's now a mere 114mm wide, which will make it extremely easy to grip one-handed or slip into a mid-sized pocket. The iPad mini by contrast is 134mm wide, and the Kindle Fire HD a relatively chunky 137mm.

NICE rejects GSK's lupus drug again

LONDON (Reuters) - Britain's healthcare cost watchdog has rejected GlaxoSmithKline's lupus drug Benlysta a second time after the company offered an undisclosed discount, saying it still failed to offer good value for money.

The National Institute for Health and Care Excellence (NICE) reconsidered its earlier rejection of funding for the drug, the first new treatment for the condition in half a century, after an appeal by the manufacturer.

NICE recommends which drugs should be funded by Britain's state health service.

"We understand that it will be disappointing that this draft guidance doesn't recommend belimumab (Benlysta)," NICE Chief Executive Andrew Dillon said on Wednesday.

"This draft decision is because the evidence considered did not persuade the Committee that belimumab was good value for money compared with standard care."

Lupus is an incurable condition that causes the immune system to attack healthy tissue and organs. It mainly affects women and is more common among women of African Caribbean origin than any other group. About 15,000 people in England and Wales have the condition.

NICE said the price per dose of the drug before the discount was 769.50 pounds, with three doses required in the first four weeks and one every four weeks thereafter.

Benlysta has been approved in the United States, Canada and Europe.
