He won't need the travel insurance once he arrives in the UK, as a British Citizen he will qualify, automatically, for NHS coverage from day 1, however I do agree that he will not be covered while still in Canada, as it is TRAVEL insurance, and that is to a country that is not where you live. He will be living in Canada till his departure, so travel insurance would only cover him for visits to any other country before he arrives back in the UK
