ARLINGTON, Texas (AP) ? Trey Burke and Michigan had the perfect response for everyone who said they were too young or not tough enough to make it all the way to Atlanta.

The championship trophy for the South Region is headed back to Ann Arbor, while another fabulous group of young Wolverines is going to the Final Four.

Led by Burke and sharp-shooting guard Nik Stauskas, one of three freshmen starters, Michigan controlled Florida from start to finish in a 79-59 win Sunday.

"It means the world ? 20 years has passed and we haven't been on that stage yet," said Tim Hardaway Jr., the junior elder statesman in the starting lineup.

The last time Michigan made it this far was the Fab Five era of the early 1990s, what until now had been considered the program's glory years.

Might be time to start rethinking that.

Once they got ahead Sunday, the Wolverines (30-7) maintained a double-digit lead against the experienced Gators (29-8), who won the regular-season title in the Southeastern Conference, but lost in a regional final for the third straight year.

"We've almost become numb to it now. Been here before," Gators junior center Patric Young said. "I just really wish we were out there cutting the nets down."

Stauskas scored 22 points while making all six of his 3-pointers. Burke, the South Region's most outstanding player, scored 15 points, and 6-foot-10 freshman Mitch McGary had 11 points and nine rebounds.

When the game ended, Burke and several of his teammates went to the opposite side of the court toward Michigan fans behind press row with fingers raised. Fans were chanting, "It's great to be a Michigan Wolverine!"

And great to be young.

"Seeing it all come together, I don't what to say," sixth-year Wolverines coach John Beilein said. "I'm a little bit speechless."

Michigan hadn't reached the Final Four since consecutive finals appearances in 1992 and 1993, the freshman and sophomore seasons of the Fab Five ? Chris Webber, Jalen Rose, Juwan Howard, Ray Jackson and Jimmy King.

Webber was gone before that team's 1994 regional final loss to Arkansas played in the now-demolished Reunion Arena in Dallas, and Howard followed him to the NBA after that.

With four wins in this NCAA tourney, the Wolverines already have more tournament victories than their total from the end of the Fab Five era to this season. They had one win in 1998, and then didn't even make the field again until 2009.

Burke is from Columbus, Ohio, and grew up an Ohio State football fan while rooting for Duke basketball. The sophomore still knew of the Wolverines' history and isn't surprised to be back in the Final Four again so quickly after arriving in Ann Arbor.

"I said it in the summer and the coaches kind of got on me saying we can be national championship contenders. But that was coming from my heart," said Burke, surrounded by the sons of three former NBA players. "I knew once we put the talent with the toughness and execution, then I knew this team could be special. We're coming together at the right time."

Despite being the only team to make regional finals each of the last three seasons, the Gators haven't been to the Final Four since winning consecutive national titles in 2006 and 2007 for coach Billy Donovan.

Kenny Boynton and Erik Murphy, the four-year seniors who came in not long after those titles, will leave without one of their own. They were part of the only Gators class to win consecutive outright SEC regular-season championships, but came up short in the biggest games.

Florida is the first team to make it to three consecutive regional finals without winning at least one of them, according to STATS LLC. Wyoming lost in the round of eight from 1947-49, but that stretch ended two years before the NCAA tournament expanded to more than eight teams.

"I feel more upset for Boynton, (Mike) Rosario and Murphy, who don't get a chance and have come so close," Donovan said. "This one, we didn't play well enough or deserve to win."

Boynton and Will Yeguete had 13 points apiece for the Gators.

The Gators were able to recover from an early deficit against Florida Gulf Coast for a 62-50 win Friday night on the raised stage at Cowboys Stadium.

It was another story facing Big Blue.

After McGary started the scoring with a layup, Stauskas made a behind-the-back pass to McGary for a slam before making his first 3-pointer less than a half-minute after that.

Burke passed to McGary for a layup before driving for one of his own. McGary's jumper made it 13-0 only 3:05 into the game.

Stauskas, who was 2 of 12 from 3-point range the first three games of this NCAA tourney, was on target against the Gators.

The 6-foot-6 guard from Canada put the Wolverines up by 24 points with 4:08 left in the first half after two consecutive 3s from the left corner in a span of 27 seconds.

Like he did on all of his makes, Stauskas came back down the court with a smile on his face, sharing the moment with the Wolverines fans who made the trip to North Texas.

"I can't even explain the feeling. I was having so much fun," Stauskas said. "I've been working and dreaming my whole life about something like this. To finally have it, I have a smile on my face and I'm enjoying the moment."

Florida missed its first seven shots before Yeguete made a layup more than 3? minutes into the game.

It was a rough finale for Murphy, who twice thought he had easy baskets in front of him only to have the shots blocked. Murphy had eight rebounds, but finished 0-of-11 shooting and was scoreless for the first time this season.

Murphy was clearly devastated, staring at the floor with slumped shoulder in the locker room after the game.

"Just missed shots," Murphy said, barely loud enough to be heard, and answering in short spurts. "Our defense was bad."

Even with an 11-2 run late in the first half punctuated by Boynton's 3-pointer, the Gators were still down by 15 with a minute to go in the first half.

But the Wolverines were able to score even after it appeared that the half had ended; Burke was already heading off the court pumping his right arm toward the Michigan fans.

Stauskas was fouled on a 3-point attempt with .4 seconds left and, after officials reviewed the play, hit two free throws to give the Wolverines a 47-30 lead.

It was that kind of day for Michigan, and for Florida, as well.

However, Rajnath Singh, the Bharatiya Janata Party president, did not name Modi as the party's prime ministerial candidate, apparently because of opposition from some allies.

Smriti Irani, a BJP vice president, said the party would make a decision on the issue later. It is not known when the party will announce its candidate. The elections are due in May 2014.

On Sunday, Modi was made a member of the BJP's parliamentary board and the central election committee, which will select candidates and lead the election campaign.

Modi, 62, currently heads the BJP government in western Gujarat state. For more than a decade, he has worked relentlessly to market the idea of Gujarat state as a business-friendly state and become a hero to a generation of businessmen.

Modi says he has transformed his state, bringing it industries, jobs, electricity and water in a country where power outages and joblessness are epidemic.

However, Modi is accused by rights groups and survivors of not doing enough to stop the violence and even stoking it when marauding mobs of Hindus killed and burned their way through Muslim neighborhoods in Gujarat state in 2001, leaving more than 1,100 people dead. He was never charged with a crime.

The riots began in February 2002 when a train filled with Hindu pilgrims was attacked by a Muslim mob in a small Gujarat town. A fire erupted ? it remains unclear whether it was arson ? and 60 Hindus burned to death. In retaliation, Muslims were attacked across the state. Since that bloodletting, Modi has ruled over a state sharply divided along religious lines.

In 2005, the U.S. State Department denied a visa to Modi under the U.S. Immigration and Nationality Act, which bars people responsible for violations of religious freedom from getting a visa.

The Congress party, which has led India's national government for the past nine years, has seen its position dramatically weakened in recent years, its reputation battered by clumsy political maneuvering, weak leadership and a seemingly endless stream of corruption scandals.

The BJP is expected to pose a strong challenge to the Congress party in the 2014 elections.

Kapil Sibal, a Congress party leader and telecommunications minister, said Sunday that the elevation of a controversial leader would pose a serious challenge to the BJP in the run-up to the elections.

Clumps of ?-synuclein protein in nerve cells are hallmarks of many degenerative brain diseases, most notably Parkinson's disease.

"No one has been able to determine if Lewy bodies and Lewy neurites, hallmark pathologies in Parkinson's disease can be degraded," says Virginia Lee, PhD, director of the Center for Neurodegenerative Disease Research, at the Perelman School of Medicine, University of Pennsylvania.

"With the new neuron model system of Parkinson's disease pathologies our lab has developed recently, we demonstrated that these aberrant clumps in cells resist degradation as well as impair the function of the macroautophagy system, one of the major garbage disposal systems within the cell."

Macroautophagy, literally self eating, is the degradation of unnecessary or dysfunctional cellular bits and pieces by a compartment in the cell called the lysosome.

Lee, also a professor of Pathology and Laboratory Medicine, and colleagues published their results in the early online edition of the Journal of Biological Chemistry this week.

Alpha-synuclein (?-syn ) diseases all have clumps of the protein and include Parkinson's disease (PD), and array of related disorders: PD with dementia , dementia with Lewy bodies, and multiple system atrophy. In most of these, ?-syn forms insoluble aggregates of stringy fibrils that accumulate in the cell body and extensions of neurons.

These unwanted ?-syn clumps are modified by abnormal attachments of many phosphate chemical groups as well as by the protein ubiquitin, a molecular tag for degradation. They are widely distributed in the central nervous system, where they are associated with neuron loss.

Using cell models in which intracellular ?-syn clumps accumulate after taking up synthetic ?-syn fibrils, the team showed that ?-syn inclusions cannot be degraded, even though they are located near the lysosome and the proteasome, another type of garbage disposal in the cell.

The ?-syn aggregates persist even after soluble ?-syn levels within the cell are substantially reduced, suggesting that once formed, the ?-syn inclusions are resistant to being cleared. What's more, they found that ?-syn aggregates impair the overall autophagy degradative process by delaying the maturation of autophagy machines known as autophagosomes, which may contribute to the increased cell death seen in clump-filled nerve cells. Understanding the impact of ?-syn aggregates on autophagy may help elucidate therapies for ?-syn-related neurodegeneration.

?Under the situation where a war may break out any moment, there is no need to keep North-South military communications,? said the regime, according to the Korean Central News Agency in Pyongyang.

The severed line of communication comes as the North, under young and new President Kim Jong-un, has said it is moving into its highest military alert status and has threatened to target Hawaii and Guam with rockets, after last month conducting its third nuclear test.?

The escalating rhetoric has brought a new agreement between US and South Korean officials that would dictate military action should the North cross the border, shell islands, or harm shipping in the kind of low-level actions Pyongyang has attempted in recent years.?

US military officials called the North Korean statement ?bellicose.??Many have expressed doubt that North Korea?s rockets have the range to reach US bases in Guam and Hawaii, but a few, including the?editor of Jane?s Defense Weekly, estimated they could reach US military bases in Japan, according to USA Today.?

Yesterday the small, poor state that is anchored by devotion to the Kim family dynasty, and is now nearly entirely dependent on China for basic sustenance but has also devoted considerable resources to its military, repeated a longstanding threat to turn Seoul into a ?sea of fire,? among other similarly colorful threats.

Earlier this year, the North said it would no longer answer?a hotline at the Demilitarized Zone. The hotline that the country is now threatening to shut down linked the two Koreas at the?Kaesong industrial park, created in the North during the warming winds of unification in the 2000s. The economic complex has long been a symbol of the potential for North-South cooperation.?

The New York Times today notes the North?s threat on the hotline follows comments from?Park Geun-hye,?the newly elected president of South Korea, that North Korea needed to end its nuclear threats in order to gain better traction with the South:

?If North Korea provokes or does things that harm peace, we must make sure that it gets nothing but will pay the price, while if it keeps its promises, the South should do the same,? she said during a briefing from her government?s top diplomats and North Korea policy-makers. ?Without rushing and in the same way we would lay one brick after another, we must develop South-North relations step by step, based on trust, and create sustainable peace.?

Scott Snyder of the Council on Foreign Relations in Washington, a veteran Korea watcher once based in Seoul, tells The Christian Science Monitor that Pyongyang's main grievance appears to be recent UN sanctions targeted at the North.

Mr. Snyder argues that the meaning of the North?s sudden blustery behavior will only become clearer ?once the question of the consolidation of [Kim Jong-un?s] power becomes clearer.?

Agence France-Presse today said that a significant meeting among party elites and power brokers in the closed world of Pyongyang is about to take place.

"They will discuss how to handle the nuclear issue, inter-Korean relations and North Korea's long-standing demand for a peace treaty with the United States," Professor Yang Moo-jin of the University of North Korean Studies in Seoul told AFP.

Comparisons between the new Kim and his grandfather, Kim Il-sung, the patriarch of North Korea, are flowing freely, since there is a resemblance between the two. But Snyder notes that too little is yet known of the young Kim, who took over from his father Kim Jong-il last year, and that his youth is not necessarily a plus in such a high-stakes game.

The US-South Korea military agreement follows a recent scrapping by the North of the historic legal armistice that effectively ended the Korean war in the 1950s. It came on the anniversary of the infamous sinking of the Choenan Navy vessel in 2010, which resulted in the deaths of 46 South Korean sailors, something that has had powerful emotional resonance in the South. (The Choenan was raised from the ocean floor, and forensics by the South claim the vessel was torpedoed by the North, something the North denies.)?

USA Today quotes an Asia watcher who feels the key to dealing with Pyongyang runs through Beijing:

US diplomats should talk to their Chinese counterparts and say, "Your ally North Korea is acting in a very belligerent and destabilizing way," said [Richard] Bush, who heads the Brookings Institution Center for Northeast Asian Policy Studies. "They're acting in ways that are contrary to the principles you [China] have laid out. The situation is somewhat dangerous. You need to restrain your ally."

New technologies combat invasive species

Mar. 28, 2013 ? A new research paper by a team of researchers from the University of Notre Dame's Environmental Change Initiative (ECI) demonstrates how two cutting-edge technologies can provide a sensitive and real-time solution to screening real-world water samples for invasive species before they get into our country or before they cause significant damage.

"Aquatic invasive species cause ecological and economic damage worldwide, including the loss of native biodiversity and damage to the world's great fisheries," Scott Egan, a research assistant professor with Notre Dame's Advanced Diagnostics and Therapeutics Initiative and a member of the research team, said. "This research combines two new, but proven technologies, environmental DNA (eDNA) and Light Transmission Spectroscopy (LTS), to address the growing problem of aquatic invasive species by increasing our ability to detect dangerous species in samples before they arrive or when they are still rare in their environment and have not yet caused significant damage."

Egan points out that eDNA is a species surveillance tool that recognizes a unique advantage of aquatic sampling: water often contains microscopic bits of tissue in suspension, including the scales of fish, the exoskeletons of insects, and the sloughed cells of and tissues of aquatic species. These tissue fragments can be filtered from water samples and then a standard DNA extraction is performed on the filtered matter. The new sampling method for invasive species was pioneered by members of the ND Environmental Change Initiative, including David Lodge and Chris Jerde, Central Michigan University's Andrew Mahon, and The Nature Conservancy's Lindsay Chadderton.

Egan explains that LTS, which was developed by Notre Dame physicists Steven Ruggiero and Carol Tanner, can measure the size of small particles on a nanometer scale (1 nanometer equals 1 billionth of a meter). LTS was used in the research for DNA-based species detection where the LTS device detects small shifts in the size of nanoparticles with short single-stranded DNA fragments on their surface that will only bind to the DNA of a specific species.

"Thus, these nanoparticles grow in size in the presence of a target species, such as a dangerous invasive species, but don't in the presence of other species" Egan said. "In addition to the sensitivity of LTS, it is also advantageous because the device fits in a small suitcase and can operate off a car battery in the field, such as a point of entry at the border of the U.S."

The Notre Dame researchers demonstrated the work with manipulative experiments in the lab for five high-risk invasive species and also in the field, using lakes already infested with an invasive mussel, Dreissena polymorpha or the zebra mussel.

"Our work implies that eDNA sampling and LTS could enable rapid species detection in the field in the context of research, voluntary or regulatory surveillance and management actions to lower the risk of the introduction or spread of harmful species," Egan said. "In the Great Lakes alone, 180 nonindigenous species have been established since European settlement, with about 70 percent arriving through the ballast tanks of transoceanic ships. Ballast water monitoring is one of many potential applications for LTS with ramifications for environmental protection, public health and economic health."

Asia stocks weighed down by Europe debt woes

BANGKOK (AP) ? Renewed jitters about the debt crisis in Europe sent Asian stock markets lower Thursday.

Banks in Cyprus are due to open later Thursday for limited banking only after being shut for nearly two weeks as an emergency loan was being pieced together to prevent the nation's financial sector from collapsing.

The agreement reached late Monday with international lenders gives Cyprus a 10 billion euro ($12.9 billion) bailout but forces losses on depositors with more than 100,000 euros in the country's two largest banks.

Evan Lucas of IG Markets in Melbourne said the deal has sparked fears it may be repeated in other European nations that faced similar circumstances. In an email commentary, he said investors saw the deal "as a monster in the shadows for banks in Portugal, Spain and Italy" since it requires depositors ? not the public or its tax contributions ? to take the pain.

Japan's Nikkei 225 index tumbled 1.6 percent to 12,300.42. Hong Kong's Hang Seng lost 1.1 percent to 22,214.61. South Korea's Kospi slipped 0.2 percent at 1,990.04. Australia's S&P/ASX 200 lost 0.2 percent to 4,984.30.

Investors are waiting to see the reaction later Thursday, when Cypriot banks open their doors. Authorities have been putting measures in place to prevent a rush of euros out of the country's banks. Cash withdrawals will be limited to 300 euros ($383) per person each day, and no checks will be cashed.

Peter Lai of DBS Vickers Securities in Hong Kong said he was expecting a "disastrous phenomenon" in Cyprus when banks reopen.

"We also expect there'll be some kind of bank run. So lots of people are trying to get their cash back and this undoubtedly will be some kind of bad impact on the Cyprus banking system and people believe that or they think that this may affect the euro system," he said.

Meanwhile, in Italy, a leading political party failed in its attempt to form a new government. The stalemate has raised concerns that the country will be unable to manage its deep debts. Italy is the third-largest economy of the 17 countries that use the euro.

Financial stocks across Asia slumped. Japan's Mizuho Financial Group dropped 2.4 percent. Agricultural Bank of China fell 2.9 percent in Hong Kong.

In Australia, Newcrest Mining plummeted 7.9 percent after the company said its gold production target for the 2012-13 fiscal year would not be reached.

Wall Street stocks closed mostly lower Wednesday on Europe worries. The Dow Jones industrial average dropped 0.2 percent to close at 14,526.16. The S&P 500 fell less than 0.1 percent to close at 1,562.85. The Nasdaq composite index rose 0.1 percent to 3,256.52.

Benchmark oil for May delivery was up 7 cents to $96.65 per barrel in electronic trading on the New York Mercantile Exchange. The contract gained 24 cents to close at a five-week high of $96.68 per barrel on the Nymex on Wednesday.

In currencies, the euro rose to $1.2783 from $1.2774 late Wednesday in New York. The dollar fell to 94.06 yen from 94.38 yen.

Lindsay C. Burrage, MD, PhD of Baylor College of Medicine/Texas Children's Hospital and Shane C. Quinonez, MD of The University of Michigan were honored as the 2013-2014 recipients of the Genzyme/ACMG Foundation Medical Genetics Training Award in Clinical Biochemical Genetics at the ACMG 2013 Annual Clinical Genetics Meeting in Phoenix, AZ.

The objective of the two Genzyme/ACMG Foundation Awards is to support a national training program to encourage the recruitment and training of clinicians in the field of clinical biochemical genetics and especially in the diagnosis, management and treatment of individuals with metabolic diseases. Two awardees will be given the opportunity to participate in an in-depth clinical experience at a premier medical center with expertise and significant clinical volume in the area of biochemical genetics.

The Award grants $75,000 per year to each of two recipients selected by the ACMG Foundation through a competitive process and will provide for the sponsorship of one year of the trainees' clinical genetics subspecialty in biochemical genetics following residency.

Dr. Burrage is currently in the second year of residency in Medical Genetics at Baylor College of Medicine. She said, "The Medical Biochemical Genetics Fellowship at Baylor will provide an environment where I can obtain both clinical and research training in inborn errors of metabolism. This training will prepare me for an academic career in biochemical genetics, where I can continue to pursue my research interests focusing on metabolic disorders." Dr. Burrage completed her M.D. and Ph.D. at Case Western Reserve University School of Medicine in Cleveland, OH and a Pediatrics Residency at Rainbow Babies and Children's Hospital, Cleveland, OH. Her research during the Award period will involve a randomized clinical trial to evaluate the utility of sodium phenylbutyrate as a therapeutic agent in Maple Syrup Urine Disease.

The second award recipient, Dr. Quinonez, received his M.D from the University of Michigan, completed his residency in Pediatrics at the University of Michigan, and began his residency in Medical Genetics in 2011. His research focuses on Cystinosis and the potential correction of cystine storage via microvesicles. He will continue his training as part of the Clinical Biochemical Genetics Program.

Microsoft Will Release Windows Blue Public Preview At Build Conference In June

Microsoft will be releasing an initial public preview release of Windows Blue, its next-generation desktop operating system, at its annual Build developer conference in late June, according to a new report from The Verge's Tom Warren. Warren says that "sources familiar with Microsoft's plans" said work began on the preview version this month, and will be made available for download the way past Windows releases have ahead of launch.

Dusting for prints from a fossil fish to understand evolutionary change

Mar. 27, 2013 ? In 370 million-year-old red sandstone deposits in a highway roadcut, scientists have discovered a new species of armored fish in north central Pennsylvania.

Fossils of armored fishes like this one, a phyllolepid placoderm, are known for the distinctive ornamentation of ridges on their exterior plates. As with many such fossils, scientists often find the remains of these species as impressions in stone, not as three-dimensional versions of their skeletons. Therefore, in the process of studying and describing this fish's anatomy, scientists took advantage of a technique that may look a lot like it was stolen from crime scene investigators.

Dr. Ted Daeschler has shown the fossil and made a rubber cast by pouring latex into its natural impression in the rock. Once the latex hardened, Daeschler peeled it out and dusted its surface with a fine powder to better show the edges of the bony plates and the shapes of fine ridges on the fish's bony armor -- a lot like dusting for fingerprints to show minute ridges left on a surface. With this clearer view, Daeschler and colleagues were better able to prepare a detailed scientific description of the new species.

This placoderm, named Phyllolepis thomsoni, is one of two new Devonian fish species described by Daeschler in the Bicentennial issue of the Proceedings of the Academy of Natural Sciences of Philadelphia, with different co-authors. The other new species is a lobe-finned fish discovered in northern Canada.

Both the Pennsylvania placoderm and the Canadian lobe-finned fish species are from the late Devonian period, at a time long before dinosaurs walked the Earth -- but, geologically speaking, not long before the very first species began to walk on land. Daeschler studies Devonian species in particular to help describe the evolutionary setting that gave rise to the first vertebrate species with limbs. He has dug for Devonian species in Pennsylvania since 1993, and in northern Canada since 1999.

Daeschler, a vice president and associate curator at the Academy of Natural Sciences of Drexel University, and an associate professor in Drexel's College of Arts and Sciences, and co-author Dr. John A. Long, a leading authority on placoderms from Flinders University in Australia, named the species in honor of Dr. Keith S. Thomson.

It's official: After years of little activity, homebuilders are dusting off their jackhammers. Last year, housing permits hit their highest level since 2008, according to the Census Bureau, and new-home sales grew 20% from the prior year. "Builders are more optimistic than they have been for several years," says Patrick Newport, an economist at IHS Global Insight.

An untouched abode offers advantages, of course, such as a sleek modern layout and few repairs. Buying an existing home, however, may allow you to seal the deal faster and can offer better short-term price appreciation. These head-to-head comparisons can help you decide which choice better fits your priorities.

Winner: Draw

All else being equal, new structures typically command 10% to 15% premiums over similar existing places. You're unlikely to be making an equal comparison, however. "In most of the country the lots in the best locations are already gone," says David Brown, a Dallas-based housing consultant for Metrostudy. The newest homes are often built farther from centrally located areas and may have smaller yards than their older counterparts, so they can wind up costing less. What you won't find in either place is the lavish incentives tossed to buyers during the bust; those have largely disappeared, says Brown.

When you're visiting prospective homes, check the numbers on both the lot size and the layout.
A spacious existing home that's overflowing with the current owners' stuff can look cramped, whereas builders use lots of tricks, such as putting in full beds instead of kings or queens and removing interior doors, to make a new home's space seem larger than it really is.

Winner: Existing

Most builders today are selling new homes from models, says Jody Kahn of John Burns Real Estate Consulting in Portsmouth, N.H. Once you agree to buy, the actual construction begins. The upside: There are still lots of ways to personalize the home, such as adding extra storage or creating an office. But the finished product probably won't be ready for six to nine months, which can be tough for those who need to move in soon.

Timing the purchase is also a challenge when you're looking at a waiting period. List your current pad when you agree to the new home and you risk selling too early; wait until your moving date nears and you could be stuck covering two mortgages until you find a buyer and close the deal, says Michael Corbett, author of Before You Buy. Ask an agent how fast homes in your area are selling and, if necessary, discuss strategies to get yours sold more quickly.

Cost of Ownership
Winner: New

After a few decades, roofs get leaky and boilers go bust. You'll spend an average of $18,000 on a new roof, according to Remodeling magazine, and $3,000 for a furnace. New homes also carry lower utility bills. Swedish scientist to head U.N. Syria chemical weapons probe

UNITED NATIONS (Reuters) - U.N. Secretary-General Ban Ki-moon has named Swedish scientist Ake Sellstrom to head a U.N. investigation into allegations that chemical weapons were used in Syria, Ban's spokesman said on Tuesday.

"He is an accomplished scientist with a solid background in disarmament and international security," U.N. spokesman Martin Nesirky said.

The United Nations said last week it would investigate Syrian allegations that rebels used chemical arms in an attack near the northern city of Aleppo, but Western countries sought a probe of all claims about the use of such arms, including rebel charges that government forces used them.

If an investigation adds credibility to the rebels' claims that the government has used chemical weapons, it would represent another blow to Bashar al-Assad's efforts to retain power. If it turned out the rebels have used them, it could make countries even more reluctant to support the opposition.

It was not immediately clear who else would be on Sellstrom's team. Russia said on Monday that Russian and Chinese experts should be part of the investigation, but Moscow's U.N. Ambassador Vitaly Churkin said on Tuesday that Russia would "most likely not" be represented.

Sellstrom was a chief inspector for UNSCOM, the U.N. inspection team that investigated and dismantled Iraq's biological and chemical weapons programs in the 1990s.

Sellstrom also worked with UNMOVIC, the U.N. group that returned to Iraq in 2002 and found no solid evidence that Baghdad had revived its weapons-of-mass-destruction programs before the 2003 U.S.-led invasion as Washington and London alleged at the time.

Nesirky said Sellstrom's investigation would be a technical, not a criminal, investigation, looking at whether chemical weapons were used and not at who may have used them.

U.S. and European officials say there is no evidence of a chemical weapons attack, but the allegations of the rebels are worth taking seriously. If one were to be confirmed, it would be the first use of such weapons in the two-year-old Syrian conflict, which the United Nations says has cost 70,000 lives.

France and Britain wrote to Ban on Thursday to draw his attention to rebel allegations of an attack near Damascus, as well as one in Homs in late December. The rebels blame Syria's government for those incidents as well as the Aleppo attack.

EXPANDING THE INVESTIGATION?

Ban made clear on Thursday that the investigation would initially focus on the Aleppo incident, in which the government and rebels accuse each other of firing a missile laden with chemicals, killing 26 people.

But he has left open the possibility that the investigation could be broadened. In a letter to the Security Council on Friday, Ban said he had asked Britain, France and Syria for further information on the other alleged chemical attacks "with a view to verifying any alleged use of chemical weapons in Syria."

Britain's U.N. Ambassador Mark Lyall Grant told reporters on Tuesday that he has provided Ban's office with "further information" about the alleged chemical attacks in Syria. He declined to provide details.

The suggestion that the investigation may go beyond the Aleppo attack has infuriated Russia. Security Council diplomats told Reuters on condition of anonymity that the Russian U.N. mission went so far as to ask Ban to withdraw his Friday letter.

Russia's U.N. mission had no response on Monday when asked to comment on the alleged request that Ban withdraw his letter. Russian Ambassador Vitaly Churkin said on Monday that the Anglo-French call for a broader investigation was an attempt to "delay and possibly derail" the U.N. probe.

Russia has criticized Western and Arab calls for Assad to leave power and, together with China, has blocked three U.N. Security Council resolutions meant to pressure him to end violence. It has also differed with the West over which side was to blame for alleged massacres and other atrocities in Syria.

A member of the Syrian opposition said Sellstrom's investigation would not be hindered by the rebels.

"We can guarantee him (Sellstrom) safe passage in the areas where the incidents took place in northern Syria," Wael Merza, an adviser to the Syrian coalition's new interim Prime Minister Ghassan Hitto, told Reuters on sidelines of an Arab summit in Doha.

Merza said there were at least two known cases where they suspect chemical weapons were used by forces loyal to Assad.

Measuring the magnetism of antimatter: Antiprotons measured more accurately than ever before

Mar. 25, 2013 ? In a breakthrough that could one day yield important clues about the nature of matter itself, a team of Harvard scientists have succeeding in measuring the magnetic charge of single particles of matter and antimatter more accurately than ever before.

As described in a March 25 paper in Physical Review Letters, the ATRAP team, led by Gerald Gabrielse, the George Vasmer Leverett Professor of Physics, and including post-doctoral fellows Stephan Ettenauer and Eric Tardiff and graduate students Jack DiSciacca, Mason Marshall, Kathryn Marable and Rita Kalra was able to capture individual protons and antiprotons in a "trap" created by electric and magnetic fields. By precisely measuring the oscillations of each particle, the team was able to measure the magnetism of a proton more than 1,000 times more accurately than an antiproton had been measured before. Similar tests with antiprotons produced a 680-fold increase in accuracy in the size of the magnet in an antiproton.

"That is a spectacular jump in precision for any fundamental quality," Gabrielse said, of the antiproton measurements. "That's a leap that we don't often see in physics, at least not in a single step."

Such measurements, Gabrielse said, could one day help scientists answer a question that seems more suited for the philosophy classroom than the physics lab -- why are we here?

"One of the great mysteries in physics is why our universe is made of matter," he said. "According to our theories, the same amount of matter and antimatter was produced during the Big Bang. When matter and antimatter meet, they are annihilated. As the universe cools down, the big mystery is: Why didn't all the matter find the antimatter and annihilate all of both? There's a lot of matter and no antimatter left, and we don't know why."

Making precise measurements of protons and antiprotons, Gabrielse explained, could begin to answer those questions by potentially shedding new light on whether the CPT (Charge conjugation, Parity transformation, Time reversal) theorem is correct. An outgrowth of the standard model of particle physics, CPT states that the protons and antiprotons should be virtually identical -- with the same magnitude of charge and mass -- yet should have opposite charges.

Though earlier experiments, which measured the charge-to-mass ratio of protons and antiprotons, verified the predictions of CPT, Gabrielse said further investigation is needed because the standard model does not account for all forces, such as gravity, in the universe.

"What we wanted to do with these experiments was to say, 'Let's take a simple system -- a single proton and a single antiproton -- and let's compare their predicted relationships, and see if our predictions are correct," Gabrielse said. "Ultimately, whatever we learn might give us some insight into how to explain this mystery."

While researchers were able to capture and measure protons with relative ease, antiprotons are only produced by high-energy collisions that take place at the extensive tunnels of the CERN laboratory in Geneva, Gabrielse said, leaving researchers facing a difficult choice.

"Last year, we published a report showing that we could measure a proton much more accurately than ever before," Gabrielese said. "Once we had done that, however, we had to make a decision -- did we want to take the risk of moving our people and our entire apparatus -- crates and crates of electronics and a very delicate trap apparatus -- to CERN and try to do the same thing with antiprotons? Antiprotons would only be available till mid-December and then not again for a year and a half.

"We decided to give it a shot, and by George, we pulled it off," he continued. "Ultimately, we argued that we should attempt it, because even if we failed, that failure would teach us something." In what Gabrielse described as a "gutsy" choice, graduate student Jack DiSciacca agreed to use this attempt to conclude his thesis research, and new graduate students Marshall and Marable signed on to help.

Though their results still fit within the predictions made by the standard model, Gabrielse said being able to more accurately measure the characteristics of both matter and antimatter may yet help shed new light on how the universe works.

"What's also very exciting about this breakthrough is that it now prepares us to continue down this road," he said. "I'm confident that, given this start, we're going to be able to increase the accuracy of these measurements by another factor of 1,000, or even 10,000."

Maine gas prices fall again

AUGUSTA, Maine (AP) -- Gas prices in Maine are down more than two cents per gallon, yet remain well above the national average.

Price-monitoring website MaineGasPrices.com reports Monday that the average retail cost of a gallon of gas in Maine has dropped to $3.74 in the past week, a full dime above the national average.

Maine prices are now nearly 12 cents per gallon lower than at the same time last year, and about 10 cents per gallon lower than a month ago.

A company analyst says prices are dropping at a time of year when prices normally rise.

The Maine prices are based on a survey of more than 1,200 gas stations statewide.

UFC featherweight Chan Sung Jung has a fight with Ricardo Lamas coming up in July. The fight will likely have title implications, and will give "The Korean Zombie" a chance to prove he belongs at the top of the UFC's 145-lb. class. But the upcoming fight didn't keep Jung from speaking up to one of the UFC's biggest stars.

Jung posted a letter on his Facebook page to UFC welterweight champion Georges St-Pierre about the Rising Sun symbol GSP wore to his fight with Nick Diaz.

Dear Mr. Georges St. Pierre
Hi, My name is Chan Sung Jung from South Korea. As one of many Koreans who like you as an incredible athlete, I feel like I should tell you that many Korean fans, including myself, were shocked to see you in your gi designed after the Japanese 'Rising Sun Flag'. For Asians, this flag is a symbol of war crimes, much like the German Hakenkreuzflagge. Did you know that? I hope not.

Just like Nazis, the Japanese also committed atrocities under the name of 'Militarism'. You can easily learn what they've done by googling (please do), although it's only the tiny tip of an enormous iceberg.

Furthermore, the Japanese Government never gave a sincere apology, and still to this day, so many victims are dying in pain, heartbroken, without being compensated. But many westerners like to wear clothes designed after the symbol under which so many war crimes and so much tragedy happened, which is ridiculous.

I know most of them are not militarists. I know most of them do not approve unjustified invasion, torture, massacre, etc. They're just ignorant. It's such a shame that many westerners are not aware of this tragic fact. Wearing Rising Sun outfits is as bad as wearing clothes with the Nazi mark on it, if not worse.

Since you're influenced by Japanese Martial Arts, your wearing a headband designed after Japanese flag is understandable. But again, that huge 'Rising Sun' on your Gi means something else.

Many people say GSP is the best Welterweight fighter throughout history, to which I totally agree. This means you have a great influence on every single fan of yours all around the world. And I do believe your wearing 'the symbol of War Crime' is a very bad example for them, not to mention for yourself.

So, what do you reckon? Do you want to wear the same Gi next time as well?

The Rising Sun flag was used by the Imperial Japanese Army in World War II, and it was banned by the United Nations in 1945. Jung is not the only person to have an issue with seeing it used by an athlete. During the 2012 Olympics, Japanese gymnasts wore a leotard that was inspired by the Rising Sun, and some South Koreans were not happy about it.

When one-time MMA sponsor Hoelzer Reich used Nazi imagery on the gear UFC and WEC fighters wore into the cage, the promotions banned their items from the cage. Jung has the courage to speak up to a fighter he admittedly admires. GSP and the UFC owe him a response.

UPDATE: Both GSP and Hayabusa, the company who made GSP's gi, have apologized. GSP posted a statement from Hayabusa:

Since Georges St-Pierre wore our walkout gi at UFC 158 we have received attention surrounding the negative connotation of the rising sun graphic used. The last thing we want is to offend or alienate anyone with the choice of design on our products.

We at Hayabusa have the utmost respect for culture and history and appreciate all of our customers worldwide. As such, we accept full responsibility for this design and are taking all complaints and comments very seriously.

The gi worn by GSP will not be brought to market. In addition, we will be very conscious of this specific design element when developing future communication materials and products.

And GSP added:
